Former National Waterways President Amy Larson joins Dawson

Dawson & Associates is pleased to announce that Amy Larson, an expert in federal water policy and former president of the National Waterways Conference, has joined our firm as a Senior Advisor.


Amy is a nationally recognized expert in federal water resources and water transportation regulations, having spent more than 30 years shaping, advocating, and implementing these policies. A former general counsel at the Federal Maritime Commission, she has established herself as a preeminent advocate in water issues and policy.

For 11 years, Amy was president of National Waterways Conference (NWC), representing stakeholders in waterways and water resources issues. Her effective advocacy on federal water issues included navigation, flood control, water supply, hydroelectric power, and ecosystem restoration. Amy successfully advocated for federal authorization and funding of numerous civil works projects and negotiated a comprehensive Memorandum of Understanding with the U.S. Army Corps of Engineers (USACE) that established a partnership between NWC and USACE.


As general counsel of the Federal Maritime Commission for 4 years, Amy she oversaw regulation of ocean-borne transportation in U.S. international commerce and played a pivotal role in major federal water transportation legal disputes. Amy oversaw all legal and policy matters related to FMC’s responsibilities, adjudicatory and investigative proceedings, rulemaking, international affairs, and agency representation before courts and Congress.
