During his illustrious 29-year career in the Corps of Engineers, Chuck held many notable leadership positions including managing the Army’s European tank range modernization in the 1980s.
After leaving the Corps, Chuck served as Director and Chief Operating Officer for the Department of State’s Bureau of Overseas Buildings Operations. He was responsible for managing construction, operations, design and engineering for more than 15,000 overseas facilities, including completed construction on 52 embassies and consulates.
In 2007, Vanity Fair wrote of him, “He is considered to be one of the most effective executives in the State Department today, praised in Congress for the production line efficiency he has brought to embassy construction.”
Chuck is a Fellow with the Society of Military Engineers. He’s also a graduate of the Tuskegee Institute and Army War College.
