Dawson & Associates Announces Leadership Transition

Washington, D.C. – Dawson & Associates is pleased to announce key changes to its leadership structure, effective January 15, 2025. Stephen Dawson, currently serving as executive vice president, will be promoted to CEO. Outgoing CEO and president Robert Dawson will continue to provide strategic vision and management to the firm’s clients as founder and chairman. To access the announcement, please click here.


For over 20 years, Steve Dawson has provided clients with the powerful benefits of the company’s extensive nationwide network of experts. His proven leadership and knowledge of federal policy, environmental law, and key decision makers will be crucial to clients’ continued success.


Retired Gen. Rick Capka, currently serving as chief operating officer, will assume the role of president. For the last 16 years, Gen. Capka successfully managed more than 60 clients ensuring timely access to Dawson’s experience and expertise. Prior to joining the firm, Gen. Capka commanded the U.S. Army Corps of Engineers’ South Pacific and South Atlantic Divisions and concluded his public service career as the Administrator of the Federal Highway Administration.


Taking over as chief operating officer will be retired Gen. Rick Stevens, who has been a leader at Dawson for six years as senior vice president and directed the firm’s business development efforts. His previous military career included over 35 years of service culminating as the Army’s Deputy Chief of Engineers and the Corps’ Deputy Commanding General.


Retired Col. Ed Fleming, currently a senior advisor with the firm, will become the executive vice president and assume responsibility for business development efforts. Col. Fleming joined Dawson in 2022, bringing with him over 35 years of combined military and private sector experience that included command of the Corps’ Charleston and New Orleans Districts.
