At a U.S. Army Corps of Engineers ceremony on April 23, 2021, Lt. Gen. Scott Spellmon, 55th Chief of Engineers, inducted our Dawson & Associates colleague Steve Stockton into the command’s Gallery of Distinguished Civilian Employees.
This collection of 101 portraits stands just outside the Executive Suite in the Corps’ Washington, D.C. Headquarters. More than a pinnacle of achievement for civilian service for Corps retirees, these portraits represent, in Gen. Spellmon’s words, “a source of inspiration [from people who] accomplished great things for our nation.”

A member of the Dawson & Associates team since 2016, Steve joins his fellow Dawson Senior Advisors Les Edelman, Dwight Beranek, Joe Tyler and Gary Loew as having received this well-deserved recognition for a lifetime of service to the nation.
Steve’s career with the Army Corps of Engineers included 11 years as Director of Civil Works at Corps of Engineers headquarters. During this time, Steve worked with four Chiefs of Engineers and two Assistant Secretaries of the Army (Civil Works) on multiple Corps priority issues. Steve directed the Corps’ $10 billion annual program of water and related land resources. He was also heavily involved with strategic policy development, planning, and construction for Army Civil Works operations.

At the ceremony, the Corps also inducted Kisuk “Charlie” Cheung, Pat McNabb and Earl Stockdale. Dawson and Associates extends our heartfelt congratulations to all the honorees and their families.

A member of the Dawson team since 2018, Rick was Deputy Commanding General of the U.S. Army Corps of Engineers from 2014-2017.
