On March 30, 2017, our friend and colleague Jimmy Bates passed away. Even with his health challenges during the last few years, I had grown accustomed to knowing that Jimmy was always around to provide steady counsel and leadership to us at Dawson & Associates.


I was very fortunate to be able to work around and for Jimmy for several years during my first tenure at Corps Headquarters spanning the period from 1987 – 1995. Jimmy served as Chief of Planning and then as Deputy Director of Civil Works during portions of this time. He provided significant leadership and offered a steady hand throughout Civil Works.


Jimmy always had time to offer perspective and direction to anyone who might be fortunate to cross his path. I certainly benefitted from this tremendously. From June 1993 through June 1994, I was detailed to The World Bank to serve as manager for the Bank in setting up a Project Management training program for the Russian Federation.


Near the end of my detail, Corps Headquarters went through a fairly significant Reduction in Force resulting in the abolishment of the position I had held prior to being assigned to The World Bank. Upon my return to the Corps, I sought out Jimmy to seek some advice and assistance in finding a position back at Headquarters. He was extremely helpful and was instrumental in helping me get assigned to the Chief of Western Branch in Planning. This assistance and position was key to my progression over the last ten years of my Corps career.


For his assistance, I remain forever grateful. Jimmy, may you rest in peace!
