Ed’s 25 years of active duty leadership in the U.S. Army Corps of Engineers and a decade of private sector environmental and infrastructure experience make him uniquely qualified to advise clients on infrastructure projects.
As District Commander/Engineer of the Army Corps of Engineers New Orleans District from 2010 to 2013, Ed used his deep knowledge of the Corps' processes and direct negotiations with Congress as well as state and local officials, to complete the area's post-Hurricane Katrina levee system on schedule and on budget achieving the Presidential goal. This $14+ billion program included the largest drainage pump station in the world and the nation's largest surge barrier.
During the historic Mississippi River floods in 2011, Ed led the Corps of Engineers legal and policy team that worked closely with local officials and private landowners on federal water control and flood risk reduction actions. He also developed and executed a strategic communications plan that included extensive interviews with CNN, Fox News, Today Show, CBS Morning Show, and other national and local news outlets.
In response to the 2010 Deep Water Horizon oil spill, Ed's team adjudicated more than 50 emergency permit requests to perform clean-up operations in an expedited but environmentally sensitive manner.
From 2005 to 2007, Ed was Commander/District Engineer of the Army Corps of Engineers Charleston District. After years of negotiating with the applicant, the city
and environmental groups, he signed the permit authorizing the 286-acre expansion of the South Carolina Ports Authority for the country's first new container terminal in over a decade.
After leaving active duty service in 2014, Ed became a senior executive for a major, privately help global real estate asset manager. Ed monetized land assets by successfully negotiating nearly $1 billion in land sale deals with homebuilders, and industrial/commercial developers and helped raise over $380 million in equity/debt.
