His most recent tenure as U.S. Ambassador to the Kingdom of Saudi Arabia underscores his adept leadership in addressing critical issues such as security, counterterrorism, and energy policy. His extensive government service includes key roles in the Clinton, Bush, and Obama Administrations, where he played pivotal roles in environmental protection, water resources management, and Army operations. As Assistant Secretary of the Army for Civil Works in the Department of Defense, Dr. Westphal demonstrated effective strategic direction for U.S. Army Corps of Engineers operations and oversight. As the Undersecretary of the Army and the Army's Chief Management Officer, he demonstrated exceptional leadership in force management and business operations.

Dr. Westphal's academic background further enriches his perspective, having served as a professor and department head, specializing in political science, environmental studies, and policy.
