Biography

For nearly 15 years beginning in 1985, Walter Yep served in the U.S. Army Corps of Engineers as Chief, Planning Division (Sacramento District).  During his tenure, the planning program became the largest in the agency worldwide and Walter supervised more than 100 engineers, scientists, economists and other professionals.

As Chief, Walter directed the Corps civil and military planning in California and five other Western states.  This included oversight of Napa and Guadalupe River projects, City of Davis (Ca.) wetlands, Vic Fazio Wildlife Area, and Grand Junction (Co.) levees.

During this time, Walter also administered the agency’s largest Continuing Authorities Program, which included flood control, water supply and environmental restoration projects.

Walter’s division received the Chief of Engineers Environmental Design Award for work at the Hamilton Army Air Force Base.  This is the only time this award has been achieved in the 60-year history of the Sacramento District.

From 1992 to 1997, Walter was the principal Corps of Engineers Representative to CALFED, the Federal-State board in charge of mitigating California’s water problems.

Walter holds a B.A. in economics from San Francisco State University and an M.S. in agricultural economics from the University of California at Berkeley.
