Biography
Kirk Stark brings to Dawson & Associates more than 30 years experience in the U.S. Army Corps of Engineers Regulatory Program. This includes 10 years in the Corps of Engineers, Baltimore District; six years at Environmental Protection Agency Headquarters and 15 years at Corps Headquarters.
While at Corps of Engineers Headquarters (1990-2005), Kirk developed policy and technical guidance rules, workload indicators and performance measures. He also represented the Corps on all matters related to dredging and dredged material disposal.
From 1984-90, Kirk was Corps of Engineers Liaison to the Environmental Protection Agency. His primary focus involved resolving problems on controversial Corps of Engineers permitting decisions, including working with EPA to prohibit/restrict water projects in accordance with Section 404 (c) Clean Water Act.
Mr. Stark holds a B.S. in Biochemistry from the University of Maryland and an M.S. in Public Administration from Johns Hopkins University.
