Biography

Bruce returns to Dawson & Associates after 6 years helping develop democratic institutions in post-conflict, post-Soviet, and emerging democratic countries including Iraq, Afghanistan, Jordan, India, and Azerbaijan.  Prior to this work, and after his retirement from the Federal government, Bruce worked for 2 years as a Dawson & Associates Senior Advisor.

For 13 years at OMB, Bruce was responsible for the plans (including water projects proposed for authorization), budgets, performance, legislation (including Water Resources Development Acts), appropriations, and regulations of the Corps of Engineers, TVA, and the Bureau of Reclamations.  Bruce was also responsible for and worked closely with 6 River Basin Commissions and was the representative to the Water Resources Council.  For 8 years, Bruce served as Chief, Budget Staff, of the Tennessee Valley Authority.

Bruce attended the University of Maryland undergraduate and graduate school at the University of Delaware.
