Biography

John Davis served as project manager for the preparation of an EIR on the Monterey Amendment for the California Department of Water Resources. The Monterey Amendment modifies the long-term water supply contracts for the State Water Project, a system of reservoirs and aqueducts that supplies water to more than 20 million people, and alters the allocation of water between agriculture and the cities. Prepared an EIS on the new University of California campus at Merced and portions of an EIR on the city of San Francisco’s $4 billion program to improve its water supply system, while protecting the natural resources of the Tuolumne River and Yosemite National Park. Obtained a wastewater discharge permit for a liquefied natural gas terminal on the Columbia River.

John supervised a group of 40 engineers, natural scientists, economists and social scientists. Projects included the preparation of EIRs for a regional surface water supply system for the Turlock and Modesto area in California’s Central Valley, dams on the Tuolumne and Carmel Rivers and an irrigation project on the Stanislaus River. Prepared an EIR on a groundwater pumping project in the Owens Valley that resolved a lengthy legal dispute between Inyo County and Los Angeles Department of Water and Power, and led to the rewatering of a 75-mile reach of the Owens River. Prepared an environmental assessment for California’s application for the Superconducting Supercollider, a 30-mile diameter physics research project to be located in the Central Valley. . Other projects included preparation of an EIS for the Texas High Speed Rail Project and environmental assessments for a wind power project and a 445 MW combustion turbine power plant in eastern Oregon.
