Biography
Joe Coughlin is an expert in all aspects of the Nationals Flood Insurance Program (NFIP) and was its principle liaison to the building/ development, real estate, mortgage lending, insurance and condominium industries. His more than 37 years of federal experience includes policymaking and implementation responsibility at the Federal Emergency Management Agency (FEMA) and with the NFIP. He retired in 2006 as a Senior Policy Advisor.
Since retirement Joe has been heavily involved with levee issues resulting from FEMA changing its NFIP maps to deaccredit previously accredited levee systems and their impact on many entities.
In addition, Joe’s responsibility during his federal service focused on working with the Congress, the press, environmental organizations and other Federal State and local governments.
Joe co-designed FEMA’s Mandatory Purchase of Flood Insurance Guidelines, which remains the federal government’s most authoritative source on statutory flood insurance requirements for lending and mortgage loan-servicing industries, as well as Fannie Mae and Freddie Mac. He also managed a federal/industry team that redesigned the federal government’s flood insurance coverage manual under the NFIP.
Additionally, Joe developed FEMA’s Mortgage Portfolio Protection Policy (MPPP). MPPP is the last resort for lenders in dealing with non-cooperative mortgagors on flood insurance coverage issues.
He also headed efforts to develop the NFIP’s condominium insurance program.
Joe has a B.S. in Business Administration from Northeastern University in Boston with co-majors in Finance and Insurance and minor in economics.
